International Travel Risk

1.  International Travel Risk Committee

The International Travel Risk Committee (ITRC) is charged with determining the university’s risk tolerance, assessing, and recommending ways to mitigate the risks associated with university sponsored international travel for faculty members, staff members, and students.

Additionally, the ITRC reviews Travel Permission Requests by faculty members, staff members or individual students traveling to countries designated as Level 3 - Reconsider Travel or Level 4 - Do Not Travel, by the U.S. Department of State Travel Advisories and make recommendations to the Provost and the President for final decision.

The ITRC committee may also be asked to assess the situation locally and worldwide and make recommendations on university wide international travel restrictions in case of situations like worldwide pandemic, terrorist attacks, natural disasters and political or social turmoil etc.

The ITRC serves at the direction of the provost.


2. Types of International Travel

JSU’s international travel is grouped into two categories listed below:

  1. Study abroad or research abroad programs
  2. Other travel such as conferences, professional development, recruitment, and training etc.

3. Travel Advisories

Based on level of threat or risk, the US Department of State (DOS) and the Center for Disease Control and Prevention (CDC) issue multiple levels of travel advisories to assist in international travel planning. 

The U.S. Department of State (DOS) issues following travel advisories:

  • Level 1: Exercise Normal Precautions
  • Level 2: Exercise Increased Caution
  • Level 3: Reconsider Travel
  • Level 4: Do Not Travel 

Center for Disease Control and Prevention (CDC) issues following travel advisories

  • Watch Level 1 (Green): Practice usual precautions
  • Alert Level 2 (Yellow): Practice enhanced precautions
  • Warning Level 3 (Red): Avoid all non-essential travel 

CDC-Covid-19 Travel Recommendations:

  • Level 1: Low Level of COVID-19
  • Level 2: Moderate Level Of COVID-19
  • Level 3: High Level Of COVID-19
  • Level 4: Special Circumstances / Do Not Travel 

Level 1 and Level 2 are considered unrestricted destination for JSU international travel.
Level 3 and Level 4 are considered restricted destinations for JSU international travel.


4. International Travel Requirements

Travel forms and requirements for unrestricted destinations and restricted destinations are listed below for the two categories of International Travel at JSU.

Study abroad or research abroad programs

Unrestricted Destinations DOS/CDC Level 1 or 2

  1. Complete JSU Study Abroad Proposal Form/JSU Research Abroad Form
  2. Complete Travel Form in Chrome River
  3. Review JSU's Emergency Response plan and/or attend Risk and Response Info Session
  4. Email copy of travel insurance to your Department Head and International House and Program

Restricted Destinations DOS/CDC Level 3 or 4

  1. Complete JSU Study Abroad Proposal Form/JSU Research Abroad Form
  2. Complete Request to Travel to a Restricted Destination Form
  3. Complete Travel Form in Chrome River
  4. Review JSU's Emergency Response plan and/or attend Risk and Response Info Session
  5. Email copy of travel insurance to your Department Head and International House and Program

Other travel such as conferences, professional development, recruitment, and training etc.

Unrestricted Destinations DOS/CDC Level 1 or 2

  1. Complete Travel Form in Chrome River
  2. Complete IHP Forms
    1. Emergency Contact Form
    2. COVID-19 Acknowledgement Form
    3. Liability Release and Waiver Form
  3. Review JSU's Emergency Response plan and/or attend Risk and Response Info Session
  4. Email copy of travel insurance to your Department Head and International House and Program

Restricted Destinations DOS/CDC Level 3 or 4

  1. Complete Request to Travel to a Restricted Destination Form
  2. Complete Travel Form in Chrome River
  3. Review JSU's Emergency Response plan and/or attend Risk and Response Info Session
  4. Email copy of travel insurance to your Department Head and International House and Program

Important:

*Study abroad proposal forms are reviewed by the Study Abroad Committee and must be approved by the committee.
*Request to travel to a restricted destination forms are reviewed by the International Travel Risk Committee and must be approved by the committee.
* All international travel and relevant forms must be approved by the department chair, dean, relevant committee, controller’s office, associate vice provost, provost, and the president.
