The Federal Emergency Management Agency (FEMA) has received a subgrant application for funding through the Public Assistance Program. Pursuant to Executive Order 11988 and 44 CFR Part 9.12, public notice is hereby given of FEMA's intent to provide funding for this project under the Public Assistance Program. This notice serves as a project- specific public notice for FEMA's funding action located within a Special Flood Hazard Area. FEMA has determined that the only practicable alternative is to fund the Jacksonville State University Longleaf Studio purchase and ADA upgrades already located within the Special Flood Hazard Area.


Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. This action complies with the National Flood Insurance Program (NFIP) requirements.

Proposed Work and Purpose: The Applicant intends to purchase currently leased building instead of replacing the destroyed freightliner and trailer. The leased building will provide the same functions as were provided with the freightliner and trailer. The building will require interior upgrades to codes and standards in order to be ADA compliant
Project Alternatives:

(1)  Build a new facility outside of the floodplain – This alternative is not feasible due to the costs associated with the construction of a new facility as well as potential environmental impacts since 1/3 of the campus is in Zone AE.

(2)  No action alternative – This alternative is not feasible due to JSU's long-term media functions. No action would be a socioeconomic burden to JSU.

Comments: This will serve as the final public notice regarding the above-described action funded by the FEMA Public Assistance program. Comments should be sent in writings at the above address within 15 days of the date of this notice.
