Dr. Bill Scroggins holds the rank of Professor of Finance and has served as Head of the Finance, Economics, and Accounting Department since 1999. Dr. Scroggins received his Doctorate in Business Administration (DBA) from Mississippi State University (Major in Finance, Minors in Accounting and Economics). He has authored and presented papers before the Academy of Financial Services, Eastern Finance Association, American Risk and Insurance Association, Southern Risk and Insurance Association, Southern Finance Association, Southwestern Federation of Administrative Disciplines. He has published peer reviewed articles in The Journal of International Finance, Managerial Finance, Studies in Economics and Finance, Journal of Business and Economic Perspectives, The Journal of Insurance Issues, Southern Business and Economic Journal, Journal of Legal Economics, and The Journal of Academic Administration in Higher Education. During his career at Jacksonville State University, Dr. Scroggins has conducted workshops/training programs on finance for government and industry. He has performed a variety of studies and projects for local governments and other organizations involving financial and economic analysis. He has served as expert witness in lawsuits for both defendants and plaintiffs. He is a member of JSU’s Tuition/Fees Committee. Dr. Scroggins is a member of Phi Kappa Phi Honor Society and Beta Gama Sigma Business Honor Society. He has received awards for excellence in teaching, research, and service as well as Best Paper Award at the Academic Business World Conference (2008, 2009 and 2018). His current research focuses on the securities markets as well as the financial services industry, investment and retirement planning and economic resiliency of city/state governments and the business sector. Dr. Scroggins is a life-long resident of Anniston, AL. Dr. Scroggins’ interests include hiking, tennis, restoring classic/antique cars and refinishing antique furniture.
